Licensees' First Step - Face to Face VIC
New Entrant Liquor Licence Training is a mandatory program developed by Liquor Control Victoria (LCV) to equip applicants with essential knowledge of the Liquor Control Reform Act 1998 and its supporting regulations.
The Licensees’ First Step course provides a detailed overview of Victorian liquor licensing laws to help licensees meet their legal responsibilities and prevent alcohol-related harm in the community. New entrants applying for a liquor licence must complete this full-day training. If applicants have not yet completed RSA (Responsible Service of Alcohol) training, they are required to undertake both RSA and Licensees' First Step.
The curriculum covers:
- Purpose of Victoria's liquor laws
- Role of regulatory authorities
- Licence interpretation and common offences
- Best practice management
- Licensee forums and accords

- 20-question multiple choice quiz
- Pass mark: 70% (14 out of 20 questions correct)

- Weekends: Enter via Angliss Restaurant foyer, 550 Little Lonsdale Street
- Coffee Courses: Use Coffee Academy entrance - Ground Floor, Building D at 555 La Trobe Street
